Eskenazi Health Here to Help with Medicaid Work Requirements

Eskenazi Health wants patients to know their health system is a trusted resource regarding the new Healthy Indiana Plan (HIP) Work Requirements.

HIP will implement work requirements for certain adult members ages 19 to 64 who are not exempt on Jan. 1, 2027. Beginning Jan. 1, 2027, the Family and Social Services Administration (FSSA) will enforce work requirements for new applicants and existing HIP members. To stay eligible for HIP coverage, members and applicants must complete 80 hours of approved activities each month. The approved activities include the following:

  • Working at a job
  • Attending school
  • Job training
  • Earning at least $580 in pretax income per month
  • Volunteering

To help HIP members comply with the HIP Work Requirements, Eskenazi Health Patient Access Services has a team of licensed Indiana Navigators ready to assist. Patients with HIP coverage who may be affected by the new work rules shouldn’t wait until Jan. 1. Those who want coverage to begin Jan. 1 are expected to have already met this requirement in October, November and December. Get prepared now. Please call 1.855.202.1053 to learn about the new rules, what they mean for patients and what patients need to do.

To meet HIP Work Requirements, patients have three options:

  • Combine any of the activities previously listed (working, job training, volunteering, attending school) to reach a total of at least 80 hours each month.
  • Fulfill the requirement by attending school or an apprenticeship at least half-time.
  • Meet the monthly income threshold by earning $580 or more in the month or are a seasonal worker with an average monthly income of $580 over the prior six months.

The flexibility allows patients to mix and match activities and income or to attend school/apprenticeship half-time to maintain HIP coverage. For additional information about the work requirements and criteria for exemptions, please visit the FSSA’s Information for HIP Members webpage.

Eskenazi Health staff members who encounter patients should be aware of the upcoming changes, which are expected to impact as many as 58,000 HIP members.
